Residents of Suam Town Council in Bukwo District have expressed renewed confidence in security agencies following an interactive community dialogue with police and local leaders. The meeting, held under the leadership of Sipi Region RPC Hiriga Dauda, created a rare platform where citizens openly discussed their concerns ahead of the festive season and the 2026 general elections.

This engagement placed community voices at the centre. Local residents, youth representatives, and leaders used the forum to question, commend and challenge security actors on issues affecting daily life from cross-border safety to alleged extortion under government programs.

Community member Chebet Sarah described the meeting as “historic,” noting that it was the first time police leadership had held such a transparent, people-driven discussion in Suam. Many residents echoed her sentiment, saying the dialogue signaled a new era of collaboration between citizens and security structures.

The police while outlining their preparations for peaceful elections and the rollout of the Sub-County Policing Model emphasized that the success of these initiatives depends heavily on community cooperation. RPC Hiriga stressed that the presence of police in all 21 sub-counties is meant to make officers more accessible, not intimidating. He urged OCs to share their contacts widely and encouraged residents to organise neighbourhood watch groups to complement patrols led by the DPC.

Local leaders also demonstrated commitment to improving security infrastructure. Hon. Ngeywo Jacob, NRM LCIII flag bearer for Kapsarur, announced that the sub-county had acquired land valued at UGX 12 million for the construction of a permanent police post an investment that residents applauded as long overdue.

Several participants raised concerns about alleged corruption under the Parish Development Model (PDM). Deputy RDC Namoma Ivan James called on residents to volunteer information to support ongoing investigations, assuring them that the government is determined to protect beneficiaries from exploitation.

Beyond addressing grievances, the dialogue also highlighted development-oriented security measures. RPC Hiriga revealed plans to build new police stations in Suam and Senendet, and outlined the cross-border safety strategy “Arrive Alive,” which targets safe movement during the festive season especially given the district’s proximity to Kenya.
